EHang Holdings Limited (Nasdaq: EH) has signed a strategic cooperation framework agreement with China Construction Sixth Engineering Bureau Corp., Ltd. (CSCEC Sixth Engineering Bureau) to develop low-altitude infrastructure in China, according to a company statement.

The first project under the partnership is the Cross-Sea Low-Altitude Corridor Project in Lingao, Hainan, which has begun construction. Hainan Fuma General Aviation is the project owner, CSCEC Sixth Engineering Bureau is the main constructor, and EHang is providing infrastructure planning, aircraft, operational services, and technical support.

The project is centered around the Maniao General Aviation Airport and will develop eVTOL operational sites and vertiports along Lingao's coastline. A facility called WingHub South Sea is under construction and will include an operations and exhibition center, vertiports, and testing zones. Planned services include aerial sightseeing, low-altitude logistics, training, and testing, with a later phase targeting cross-sea passenger transport between Lingao, Hainan and Xuwen, Guangdong.

Under the framework agreement, CSCEC Sixth Engineering Bureau will contribute infrastructure construction capabilities, including general aviation airports, eVTOL vertiports, and hangars. EHang will provide pilotless eVTOL aircraft and related operational and technical solutions.

In December 2025, EHang's EH216-S completed a 22-kilometer cross-sea flight across the Qiongzhou Strait in 18 minutes. The Maniao General Aviation Airport in Lingao is listed among 36 major low-altitude infrastructure projects in Hainan's 15th Five-Year plan.
