Recent court rulings have clarified the extent to which states can manage pension obligations. However, these decisions have been unpredictable and often surprising, Fitch Ratings says.
While most states will likely continue to manage their pension obligations effectively, a few could experience downward rating pressure from their large unfunded liabilities. States such as Illinois, New Jersey and Kentucky have already seen negative impacts.
