Fitch: Recent Data Supports Viability of Managed Lane Projects
NEW YORK--(BUSINESS WIRE)-- Initial traffic and revenue data is relatively robust for recently opened managed lanes (ML) projects, according to a new Fitch Ratings report.
'Data indicates a favorable ramp-up may be achievable under the right circumstances. The robust initial performance provides confidence about project viability, when well-conceived,' says Tanya Langman, Director.
Other report findings include:
--MLs are generally most valuable when serving busy commuter routes with ML generating 70 percent to 90 percent of their revenue during peak and shoulder-peak periods.
--Drivers may be placing more weight on benefits other than just time savings when deciding whether to use MLs, most notably the reliability of journey time and higher perceived safety levels of MLs.
--Free access and type of tolling policies have a direct impact on revenue generation on MLs.
--Ramp-up may be negatively influenced by the complexity of lane configuration yet positively impacted by familiarity with MLs.
--Many projects will eventually form part of broader express lane networks, which could result in better accessibility and improved traffic demand for some segments, while adversely affecting others given the enhanced driving options .
