CRISP Shared Services and CRISP Name David Hale as General Counsel

Hale brings to the role more than 25 years of diverse industry experience to support unique needs of the interoperability community

COLUMBIA, Md., Sept. 28, 2026 /PRNewswire/ -- CRISP Shared Services (CSS), a nonprofit providing health infrastructure and data exchange technology across the nation, today announced David Hale has joined as general counsel of CSS and CRISP, the state designated health information exchange (HIE) and Health Data Utility (HDU) for Maryland.

Hale will lead the organizations' legal function and advise executive leadership and their respective boards on governance, regulatory compliance, privacy and security, and enterprise risk.

With more than 25 years of experience spanning healthcare, financial services, technology, and private practice, David offers a broad perspective on protecting sensitive data and operating responsibly in complex, highly regulated environments. His experience building scalable legal and privacy programs will help guide CSS and CRISP through continued growth while advancing positive patient impact and the trusted use of health information.

Before joining CSS and CRISP, David served as general counsel and chief privacy officer at Minty, a technology company, and as deputy general counsel and chief privacy officer at TD Ameritrade, a Fortune 500 financial services company that served more than 13 million clients. He also led the Privacy and Data Security practice at Brownstein Hyatt Farber Schreck, a nationally recognized law and government relation firm, where he advised healthcare organizations, business associates, and other regulated entities. He is a Fellow of Information Privacy with the International Association of Privacy Professionals, a Ponemon Institute Fellow, and a member of the Maryland and New York bars. David earned his JD from the George Washington University Law School and his bachelor's degree from Rice University.
