Russia test fired an intercontinental ballistic missile, according to Interfax. A Topol missile launched from Kapustin Yar in the Astrakha region at 10:10pm Moscow time, said the report, citing Russia's Defense Ministry. The missile hit a target in Sary Shagan testing range in Kazakhstan.
Vladimir Putin's spokesman, Dmitry Peskov, said by phone such tests require "notification procedures well in advance."
