Rigetti Computing signs MOU with India's C-DAC for quantum systems

Rigetti Computing Inc. (NASDAQ: RGTI) signed a memorandum of understanding with India's Centre for Development of Advanced Computing to explore co-development of hybrid quantum computing systems. The agreement aims to support government laboratories and academics pursuing quantum computing research and development.
C-DAC, a research organization under India's Ministry of Electronics and Information Technology, serves as the nodal agency for the government's ChipIN initiative focused on strengthening domestic semiconductor design capabilities. The partnership will explore development of cryogenic electronics, superconducting quantum hardware, and access to advanced processor fabrication.
Under the MOU, the companies plan to collaborate on design and development of hybrid quantum computing systems and related technologies. They also expect to explore use case and application workflow development using hybrid computing infrastructure and participate in workforce development activities.
Rigetti's quantum processors use superconducting qubits with fast gate speeds and scalability features. In July 2025, the company demonstrated its Cepheus-1-36Q system, which it described as the industry's largest multi-chip quantum computer. The company has shown scalability to a 100+ qubit chiplet-based system and plans broader adoption by the end of 2025.
The quantum computing market received significant government funding in 2024, with governments worldwide announcing $1.8 billion in investments, representing 66% of total investments, according to McKinsey & Company data cited in the announcement. Early 2025 investments already exceed $10 billion.
C-DAC operates several quantum technology projects including quantum accelerator development, establishment of a national quantum computing reference facility, and quantum communication advancements. The organization focuses on indigenous development of quantum processing units, cryogenic electronics, and control hardware as part of its Hybrid HPC-Quantum Mission.
