Anthropic launches AI tool to streamline COBOL code modernization

Anthropic has introduced Claude Code, an artificial intelligence tool designed to automate the analysis and modernization of COBOL systems that power critical infrastructure across finance, airlines, and government sectors.

The tool addresses challenges organizations face when updating decades-old COBOL systems, which handle an estimated 95% of ATM transactions in the United States. According to the company, hundreds of billions of lines of COBOL code run in production daily, but the number of developers who understand the programming language continues to decline as original system builders retire.

Claude Code automates tasks that previously required extensive consultant teams and extended timelines. The tool maps dependencies across thousands of lines of code, documents workflows, identifies migration risks, and provides analysis that would typically take human analysts months to complete.

The AI system begins by reading entire COBOL codebases and mapping their structure, identifying program entry points, tracing execution paths, and documenting dependencies spanning multiple files. It can detect shared data structures and file operations that create coupling between modules, including implicit dependencies that don't appear in static analysis.

The modernization process involves three phases: automated exploration and discovery, strategic planning with human oversight, and incremental implementation with continuous validation. During the planning phase, AI provides prioritization recommendations based on identified risks and complexity, while human engineers make final decisions based on business requirements and regulatory constraints.

Implementation occurs one component at a time, with AI translating COBOL logic into modern programming languages and creating API wrappers around legacy components. The system builds scaffolding to run old and new code simultaneously during transitions.

Anthropic states that organizations can complete COBOL modernization projects in quarters rather than years using AI automation. The company has published a Code Modernization Playbook providing step-by-step guidance for implementation.
